I understand that I can convert a single image from one ICC profile to another from this post. If I wanted to create a new destination bitmap with a specific output profile(that is different from the input images), and draw multiple images on it (each with different profiles), do I need to convert each image to the output profile before drawing them to the destination bitmap?

Yes, you need to convert color space. For example if you want to draw an image with the Adobe RGB color profile on an sRGB image, then you need to convert a color space from Adobe RGB to sRGB for the best quality.
