The implementation of the requested behaviour is rather straight - the only two objects which you need is RectangleRubberband and Crop transform. Instance of the RectangleRubberband class has property "Rectangle" which contains currently selected area (in bitmap coordinates). You should simply pass this rectangle into Crop transform object and apply transform to the bitmap.

Or, maybe I have not understand the problem? If so - please give more detailed description of your issue.
