do you have sample code to allow me to allow user to upload their clip arts (jpeg, tiff, ect..)

also do you have code upon upload to change to color of their clip art to black, except for the transparent/white background? We have a limited amount of colors we can print for our customers and so what I want to do is allow customer to upload their image, but then force them to select only a few colors that we will offer to them to change their image to.

As far as I understand, you need to upload users’ images on a server. For this purpose, you are able to use Image Uploader 7. Image Uploader SDK includes complete samples for most popular server platform (ASP.NET and PHP) which you can easy deploy on your server and test them.

To achieve it, you can use another our product – Graphics Mill 5.5.6.
Please read Color Conversion section to find detailed information on it.
