Windows 7 and File downloader "Write file error"

When a user tried to save to the file system I get the above error. I do not get the error on Windows XP. If I make the following change on Windows Vista I do not get the error: http://www.howtogeek.com/howto/...sy-way-on-windows-vista/ What is the secret to the user being able to save?
