Upload problem with Photoshop retouched image

Some of our users are having problems when they want to upload retouched images on Photoshop converted on JPG. We only allow to upload 2 thumbnails (no orignals) and JPG only. So when a user retouch an image on photoshop, the user "Save As" the image as a JPG, then when the user tries to upload the image, it only uploads a "Picture" icon. We think the problem is when the user converts the image to JPG on Photoshop but we dont know what to do or recommend if this is the case. Do you have a solution for this issue? Thanks!
